Sewage and Waste Water

Choose a toilet and holding-tank plan that follows the small-pleasure-vessel baseline and any tighter harbour, inland, protected-water or foreign rule.
The useful coastal-skipping decision is not to memorise one distance. It is to know the vessel's system, preserve capacity, use shore facilities and verify the waters being visited.
MCA MGN 599 Amendment 1 says the UK sewage provisions it describes apply to ships on international voyages over 400GT, or smaller ships certified to carry more than 15 people. It also says those regulations make no specific sewage provision for vessels below both thresholds. That distinction matters: the large-ship MARPOL equipment and discharge regime must not be presented as though every cruising yacht has the same legal configuration.
The same guidance gives a clear best-practice baseline for smaller pleasure vessels. Return waste to shore where possible; use a holding tank if fitted and empty it at a pump-out station. If shore disposal is impractical, its UK advice is to empty a holding tank only more than 3 nautical miles offshore in open sea where dispersion is effective. A yacht without a holding tank should avoid toilet use in poorly flushed estuaries, inland waterways, inlets and crowded anchorages by using shore facilities wherever possible.
The offshore advice is not a worldwide permission. Harbours, inland waterways, protected waters and other countries can prohibit or more tightly control discharge. Trace the system before departure, label valve positions, confirm capacity and pump-out availability, and make sure a crew member cannot accidentally select an overboard route in restricted water.

Brief the heads before a two-country passage
A yacht with a holding tank will spend a night in a poorly flushed estuary, sail offshore and enter a foreign marina the following day.
1. Map the system
Identify the toilet, tank, deck pump-out, overboard outlet, isolation points and the indication of remaining capacity.
2. Check both ends
Confirm the estuary controls, the destination country's discharge rules and whether the pump-out will be available on arrival.
3. Set and brief
Select the retention arrangement and explain it to the crew before the yacht reaches restricted water.
4. Protect capacity
Use shore toilets where possible and change the passage plan before a nearly full tank becomes an improvised disposal problem.
Sense check: If the crew cannot tell whether a flush goes to the tank or overboard, the system is not ready for restricted water.
Common mistake or limitation
- The more-than-3-mile figure in MCA small-pleasure-vessel guidance does not override a harbour, inland-waterway, protected-area or foreign no-discharge rule.
- Being below a large-ship threshold does not make unrestricted discharge sound seamanship; shore disposal and retention remain the practical default.
- Adding toilet chemical does not create universal discharge permission, and a full holding tank is a planning problem rather than a disposal strategy.
