Advanced Scenario: Heading Conflict and Two-Contact Action
What you will learn
Resolve a forward sound signal, a closing radar target, an abaft contact and a failed heading input without hiding uncertainty behind an automatic turn.
The advanced response is to control the yacht first, preserve every material contact and rebuild trustworthy evidence. A preselected helm order is not command judgement when the data needed to justify it is known to be unreliable.
At 0952 in this fictional exercise, heavy rain has reduced visibility below the next visual pilotage range. Contact A has closed from 2.4 NM to 1.2 NM in twelve minutes on a nearly steady relative bearing while own heading and speed were steady. Contact B is 0.9 NM away at relative bearing 120°, abaft the starboard beam. A sound signal is heard apparently forward.
The automatic display shows contact A passing at 0.7 NM, but the radar heading input differs from the steering compass by 8° and the target was reacquired fifty seconds ago. MCA guidance says incorrect heading or speed inputs can cause serious output errors and automatic plots can require up to about three minutes for full smoothed accuracy. The displayed CPA and true vectors are therefore not release evidence.
The raw calculation gives 6 kn average relative closure and twelve minutes to nominal zero range if nothing changed. That does not calculate CPA or target course, but it defeats any argument for holding passage speed while waiting for the display. Because the sound signal is apparently forward and risk has not been determined not to exist, command the Rule 19 speed-and-caution response now: minimum speed to keep course, all way off if necessary and extreme caution, with engines ready, lights, signal and lookout maintained.
Do not convert the rule's alteration cautions into an unsupported turn. Port is to be avoided so far as possible for a vessel forward of the beam; turning towards a vessel abeam or abaft the beam is also to be avoided so far as possible. Contact B therefore makes an automatic starboard alteration unsafe to assume, while contact A makes an automatic port alteration unsafe to assume. The exercise has not provided a trustworthy plot or sea-room case for either turn.
Assign one person to helm and engine response, one to sight-and-hearing lookout, one to radar observations and input checks, and one to navigation and sea room where crew permit. Record both contacts separately, correct or isolate the suspect heading input, use suitable radar ranges and settings, and set the next timed observation. AIS may help association but cannot replace the radar trend or the Rules; an uncertain VHF negotiation is not the solution.
When repeated observations and the navigation picture support effective further action, make it positive, early enough and large enough to be apparent, then check the result until both contacts are finally past and clear. This written scenario deliberately stops short of inventing a universal course alteration. A real decision requires the complete current plot, sea room, vessel response and competent practical operation.
Worked example
Audit which parts of the 0952 display can support the immediate command and which must be withheld.
- 1Use the timed raw ranges: 1.2 NM closed in 0.2 hours gives 6 kn average relative closure.
- 2Use the nominal 12-minute zero-range time only as urgency evidence; it is not CPA, target course or a guarantee of collision.
- 3Withhold the 0.7 NM displayed CPA and target true vectors because the heading input is 8° in conflict and acquisition age is only fifty seconds.
- 4Apply Rule 19(e)'s speed-and-caution response because a signal is apparently forward and absence of risk has not been determined.
- 5Keep contact A and contact B separate. Do not choose port or starboard from one contact alone; first preserve control and rebuild the complete plot and sea-room case.
Sense check: The strongest answer acts on what is legally and evidentially established now, while refusing to manufacture a safe course from a known-bad input and an incomplete two-contact picture.

Give the first closed-loop command
The crew are staring at the comfortable CPA number and have stopped reporting the abaft contact.
1. Control
Order the Rule 19 speed response, engines ready, correct lights and signal, and state helm limits while contact evidence is rebuilt.
2. Detect
Restore sight-and-hearing lookout, retune and range the radar, verify heading and speed inputs, and continue timed raw observations of both contacts.
3. Navigate
State safe-water limits, route and pilotage consequences and the room available for speed or course action; protect an alternative before it closes.
4. Verify
Set the next report time, criteria for a trustworthy plot and the evidence that will show the chosen action is effective until both contacts are past and clear.
Sense check: A crew member should be able to repeat the immediate control action, both contact states, the unreliable input and the next report without referring to the CPA number.
Common mistake or limitation
- Treating a comfortable CPA as more trustworthy than the known heading-input conflict and immature acquisition.
- Waiting at passage speed for perfect data even though the forward sound signal already triggers the Rule 19 speed response.
- Turning starboard for contact A while dropping contact B from the decision.
- Using AIS identity or VHF agreement to repair an unreliable radar plot instead of checking association and complying with the Rules.
- Calling slower speed the end of the response rather than continuing the plot, navigation check, crew brief and effectiveness monitoring.
