Managing Cascading Emergencies

What you will learn

Control a developing multi-system emergency by preserving vessel control, assigning concurrent roles, reporting trends and setting distress, diversion and abandonment triggers early.

Emergencies interact. Flooding can remove electrical power; injury can remove the only competent operator; fire can block the radio or escape route. The command task is to stabilise life threat and vessel control while preventing the next failure.

Begin with the action that preserves options: slow or stop, create sea room, heave-to where the tested vessel and conditions permit, anchor where appropriate, isolate fuel or electricity, close openings or change course. The exact action is vessel- and situation-specific, but detailed diagnosis must not consume the remaining margin to danger.

Keep four functions explicitly owned: control of the vessel, control of the immediate emergency, navigation and hazard monitoring, and communications and log. A small crew may combine roles, but no function disappears because there are too few people. Give short instructions and request closed-loop reports such as water rising or falling, fire contained or spreading, casualty responsive or deteriorating, voltage stable or falling, and distance to danger.

Escalate from the real risk and trend. MAYDAY is used for grave and imminent danger requiring assistance; PAN PAN is for an urgent safety concern below that threshold. Do not delay an appropriate alert until every cause is known. Current MCA small-boat guidance uses DSC followed by the prescribed voice sequence, while other available beacons and locating aids complement rather than replace the spoken situation update.

After the first problem is controlled, reappraise the whole yacht: stability, watertight integrity, fire, power, propulsion, steering, navigation, communications, crew capacity, weather and destination. A pump keeping pace at one moment is not recovery if the battery is still falling or the route is closing. Finish the brief with the next observation time and the trigger for changing plan.

Worked example

Water rises two centimetres in five minutes with the electric pump running, then rises another three centimetres in the next five minutes as voltage continues to fall.

  1. 1Report the worsening trend and the measurement interval; do not describe ‘pump running’ as proof of control.
  2. 2Create sea room, reduce new ingress where safe and use an independent manual or powered dewatering method while preserving stability.
  3. 3Move essential navigation and communications to independent supplies before the common electrical failure becomes complete.
  4. 4Send the priority justified by the danger and state position, flooding trend, people, assistance required and the actions already under way.
  5. 5Set the next measurement time and an explicit trigger for diversion, abandonment preparation or immediate rescue priorities.

Sense check: A response that names equipment but does not say whether water is rising or falling cannot show that the emergency is being controlled.

Control flooding, power loss and injury together

At night the primary electric pump is running but bilge water is still rising. Battery voltage is falling, the engineer has injured a hand and the yacht is closing a lee shore in worsening visibility.

  1. 1. Preserve control

    Create sea room or otherwise reduce the immediate navigation threat while keeping one named person responsible for the helm and hazards.

  2. 2. Attack and measure

    Find and reduce ingress where safe, start independent dewatering, protect watertight boundaries and report water level as a trend rather than ‘pump on’.

  3. 3. Protect alerting

    Move to independent communications and position sources before the main supply fails; send the appropriate alert early enough for it to help.

  4. 4. Prepare the next state

    Treat the injury, ready survival and recovery equipment, and define the point at which diversion, assistance or abandonment preparation escalates.

Sense check: The response is not complete until somebody owns the vessel, water, position, communications and casualty, and each can report a trend that changes the decision.

Common mistake or limitation

  • Sending every competent person to the leak can leave nobody controlling the yacht, monitoring the shore or communicating.
  • A running pump is an action, not an outcome; water level and battery trend show whether control is improving.
  • Waiting for a precise diagnosis can consume the time needed for an effective urgency or distress alert.
  • Abandoning a yacht is not automatic when a liferaft is available; the decision depends on the immediate danger, vessel state, rescue plan and authoritative advice.
