Choosing Priority and Escalating Early

Priority is determined by the real condition, not by whether the skipper feels embarrassed about calling. Flooding that is being contained may become grave and imminent if pumps are losing ground; an engine failure in open safe water may be routine, while the same failure close to a lee shore may be urgent or distress. State the hazard, trend, time available, people at risk, and remaining controls before selecting MAYDAY, PAN-PAN, or a routine call.

Do not use a lower priority merely to avoid attention. If life or the vessel is in grave and imminent danger and immediate assistance is required, use MAYDAY. If urgent assistance or advice is needed without that immediate danger, use PAN-PAN. If the purpose is to warn others of a navigational or weather hazard, use the appropriate safety procedure. A routine call is not a substitute for an urgency announcement when delay reduces the available options.

Escalate when a controlling assumption fails: water level rises despite pumping, fire spreads beyond the first response, the casualty deteriorates, the vessel drifts inside a safety limit, weather closes the escape route, or the crew can no longer manage the situation. Equally, report when the danger is resolved or assistance is no longer required so rescue resources and other traffic receive an accurate picture.

The oral-exam standard is a short decision with a trigger: ‘PAN-PAN now because propulsion is lost but we retain sea room and control; MAYDAY if the anchor fails to hold, the lee-shore limit is crossed, or a person becomes endangered.’ That shows both proportionality and willingness to escalate before the situation becomes unrecoverable.
